Az Európai Unió digitális fordulatának kezdetei
A kiadóhivatal technikai fejlődése és az információs szakpolitika kölcsönhatása
Absztrakt
Az Európai Uniónak köztudottan problémái vannak a politikai legimitációval és demokratikus deficittel. Bár különféle tájékoztatási intézmények már az 1960-as évek óta működnek a tagállamokban, az uniós intézményrendszer csak az 1990-es évektől kezdte megérteni a nyilvánosság, a dokumentumokhoz való hozzáférés, a transzparencia, a legitimáció és a részvételi demokrácia kérdésköreinek összefüggéseit. Ebben a tanulmányban feltárom az Európai Unió Kiadóhivatalában történt „technikai szintű” fejlődést, amely megalapozta a központi elérést biztosító EUR-Lex honlapot és a köré szerveződő információs rendszert. A hivatal katalizátor- és támogató szerepet töltött be az információs szakpolitika fejlődésében is, ami az összes intézmény transzparenciáját javította. Az uniós intézményrendszer a 2005-ös D tervtől kezdve fokozatosan elégíti ki az állampolgárok növekvő információigényeit és valósítja meg a 90-es években kitűzött kétirányú kommunikációs szakpolitikát.
