How to start an electronic journal?

Abstract

Recently the number of electronic journals on the web has grown substantially. Some try to become a mirror image of their paper format but some differ significantly, There are, however, journals without any printed predecessor. Some publishers have completed the conversion of their journals to web format, others are just in the planning phase. During planning the question certainly arises: how to begin with the starting of an electroníc journal? Has this action been controlled by any means? Are there compulsory features of a digital journal? Is it different from a printed journal, and if so, what the differences are? The author presents the steps making a new electronic journal just about started to comply maximally with all rules and regulations under current circumstances. In addition, how to avoid traps and what to consider with special care are discussed as well.
